Yes, it would allow SIs to catch more rule breakers, but it also results in higher chance of abuse. As previously said before, this can be abused for inmates to view guards and see where they are to avoid them.
Yes, there are areas that the view command does not work to, such as Criminal Base if the person viewing is in the prison, and the Admin Room, which cannot be viewed into or out of.
I just explained the view command, but for PMs, that can be highly abused. Although there are limits in place to prevent people, even people with SHR admin, from pming everyone, this can just be abused as people can just spam pm people as there isn’t a cooldown for PMing I believe, unless the command cooldown is for all commands.
