Inmate cell block

I had some questions about inmates cell block time. If the lights are on are they allowed out of their cells? If LD is active, are they confined to their cells? Also can they be in the cafeteria? My final question (Not really related to CB), can inmates be given tours? I mean if its yard and they ask, “Hey sir! Can I have a tour? You can handcuff me!”.

Normal inmates can be out of their cells during CB, they can’t be in cafeteria. During LD they have to be in their cells, although they dont spawn there, so tbh it takes too much time to move them, just to see other inmates join. And I don’t think touring inmates is allowed, even if they asked for it
