Add Staff Cuffs for Facility Directors

I think that FDs should receive Staff Cuffs because it would be really helpful when hosting or assisting in sessions. They dont need to add the fire function but it would be helpful and would make the life of many FDs so much easier.

That would take quite some effort, considering cuffing staff always comes with a fire function, meaning for example inmates can fire staff.
