Add Vote kicking back for SI+

I feel like SIs should get votekick back as it would have some more benefits to SI, + SI being a MR, MR+ should have some way of being able to deal with abusers.

The possibilities for abuse are absurd

Could be abused quite easily as there are a lot of SI’s. I think it should maybe be a rank a bit more higher.
