I don’t think you should go as far as reporting them. If they have a valid reason not to allow the inmate there (e.g. said inmate is known for having killed guards and have weapons earlier in the game), they could order you to escort the inmate out the kitchen. After all, if they are a higher rank, they have the final say.
Just make sure to ask them for a reason for kicking the chef our, if they want to kick the inmate out for no reason, then you may report them.
