Are people who resigned still viable for handpicks?

So if someone resigned from a department but is very active, can they be handpicked? I mean they chose to leave already…

if is the same departments, maybe not, but if is other department, then 50/50

You can reinstate into a department if you resign and wish to come back. Just DM a department HC and wish to get accepted.
