Disciplinary Enforcement Structure

STATEVIEW CORRECTIONAL FACILITY
Disciplinary Enforcement Structure

TYPES OF PUNISHMENTS

  • STAFF WARNING:

    • Staff Warning(s) serve as cautionary measures for staff members, indicating a need for improvement. Upon reaching three warnings, demotion follows, but a fresh start is allowed with the new rank. Staff Warning(s) will be deemed as ineffective after six months of the initial logged infraction.
  • DEMOTION:

    • Demotion involves moving down by one rank, providing staff members with an opportunity to rectify their actions through appeal. This ensures fairness and allows a chance for rehabilitation.
  • TERMINATION:

    • Termination results in a permanent shift to “Suspended Security Inmate” status. Appeals are occasionally considered, and while a new start is allowed, certain restrictions apply to maintain accountability.
  • SUSPENSION:

    • Suspension leads to a temporary assignment of “Suspended Security Inmate.” Appeals are possible, and the original rank is reinstated after the specified duration. Caution is advised during suspension to avoid unintended consequences.
  • BLACKLIST:

    • Blacklists signify complete removal from the community. Rarely appealable, blacklisted individuals cannot participate in Stateview Prison-related activities. Creating alternative accounts for a fresh start is strictly prohibited.
  • SERVER BAN:

    • A Server Ban permanently restricts access to an individual server.
  • GAME BAN:

    • A Game Ban completely revokes access to all Stateview Prison game servers, prohibiting any interaction within the game.
  • CHAT BAN:

    • A Chat Ban disables all in-game communication, preventing the individual from sending messages in public and private chats.
  • TOOL BAN:

    • A Tool Ban removes access to any administrative or role-specific tools due to misuse, abuse, or incompetence in handling responsibilities.
  • RANK LOCK:

    • A Rank Lock freezes a staff member’s rank, preventing promotions or demotions for a set duration or indefinitely.

IN-GAME RANK-CHANGE ENFORCEMENT AUTHORITY

If a user’s rank is adjusted while they are in-game, they may be removed from the server immediately through a game-kick once the rank change takes effect. This ensures that any new permissions, restrictions, or role updates are properly applied without delay. This authority is granted to on-duty Community Advisory Council (CAC) members or higher who are present in the same server at the time of the adjustment. The removal should be carried out solely for enforcement purposes, not as a form of punishment or personal retaliation.

  • Staff are expected to act professionally and with clear justification when using this authority. Misuse, such as removing players who were not officially demoted or using the rule for personal reasons, will result in disciplinary review and potential sanctions, up to and including admin-abuse infraction(s).

CONTACT BLACKLIST POLICY

The Contact Blacklist (CBL) represents the most severe disciplinary sanction available within Stateview Correctional Facility. It is reserved for individuals who have demonstrated behavior that constitutes a serious threat to the integrity, safety, or operational security of the community and its members. This action is infrequently applied, considered virtually unappealable, and only imposed under circumstances that involve one or more of the following:

  • The intentional release or dissemination of classified, confidential, or otherwise sensitive internal information;

  • Engagement in conduct that endangers the personal safety or well-being of players or staff, including but not limited to doxxing, harassment, predatory behavior, or similar acts;

  • A formal and unanimous determination by the Executive Team that the individual poses an ongoing and substantial risk to the infrastructure or community of Stateview.

Once contact-blacklisted, an individual is to be completely severed from all forms of communication with current Stateview personnel. This restriction is comprehensive and includes all contact, within all related or similar categorized Discord environment(s) or direct message(s).

COMPLIANCE AND VIOLATION CRITERIA

A current member will be considered in violation of this policy only when all of the following elements are present and substantiated:

DEMONSTRABLE AWARENESS OF BLACKLIST STATUS:

There must be clear and convincing evidence that the member was aware of the individual’s blacklisted status and understood the implications and restrictions associated with that designation.

DISCLOSURE OF SENSITIVE OR PRIVILEGED INFORMATION:

The staff member must have disclosed, intentionally or recklessly, information pertaining to Stateview’s internal systems, department activities, restricted communications, or other non-public operational matters.

General statements such as “Stateview is doing well” or “I was recently promoted” are considered innocuous and do not, by themselves, meet the standard for a policy violation.

ACCESS OR ROLE-BASED SENSITIVITY:

The member in question must hold the rank of Chairperson (CP) or higher, or occupy a designated position that grants access to confidential materials or operational oversight.

Certain exceptions may apply for lower-ranked personnel involved in departmental operations where their disclosures—though unintentional—could compromise the confidentiality, stability, or security of the organization.

INCIDENTAL OR NON-SUBSTANTIVE CONTACT

The policy acknowledges that incidental or non-substantive contact may occur in contexts beyond the control of the member. Examples may include:

  • Automated system messages;

  • Passive comments made in public servers or forums;

  • Brief, non-directed interactions that do not involve the sharing of restricted information.

Such instances, standing alone, do not constitute a breach of this policy. These cases will be reviewed and assessed with attention to context, intent, and potential impact. Final determination will rest with the designated investigative body, which reserves the right to apply discretion where appropriate.

THE APPEALING PROCESS

The appeal process allows individuals to challenge disciplinary actions and seek a reduction or removal of their punishment if justified. Appeals must be submitted through a “Game-Appeal” ticket in the administration server, where each case will be reviewed based on evidence, context, intent, and prior infractions. Appeals are reviewed by support agents, or intelligence officers, who determine whether a punishment should be reduced, upheld, or removed entirely.
