PURPOSE OF THIS DOCUMENT

This document serves as the official guideline for all elected officials operating within the Stateview Correctional Facility. It outlines the procedures, responsibilities, and regulations associated with holding an elected position—specifically the Governor Administration. The goal is to ensure transparency, consistency, and accountability in the way elected officials carry out their duties.

WHAT IT MEANS TO BE ELECTED

Holding an elected position in Stateview is not symbolic; it is a role that carries real responsibility. Elected officials, such as the Governor and their appointed cabinet, are expected to lead by example, uphold the regulations, and maintain the integrity of the power in which they hold. These roles are not for status—they are positions of service to the community and its structure.


CHAIN OF COMMAND

The governance of Stateview follows a structured and defined chain of command, ensuring effective leadership, accountability, and decision-making. The system is designed to support the Governor, streamline communication, and maintain order in the administration.

ELECTED-EXECUTIVE HIERARCHY:

  1. Governor

    • The Governor serves as the top executive official, responsible for making key decisions that affect the entire governance of Stateview. As the primary elected leader, the Governor holds the authority to propose policies, direct executive actions, and oversee all applicable managemental operations.
  2. Lieutenant Governor

    • The Lieutenant Governor is the second-in-command and directly supports the Governor in carrying out their duties. In the event that the Governor is unavailable, the Lieutenant Governor steps in to ensure continuity of leadership. They may also take on specific responsibilities or lead initiatives as delegated by the Governor.
  3. Executive Cabinet

    • The Governor is assisted by five Executive Cabinet Members. These Cabinet members should be selected for their expertise and leadership, offering counsel to the Governor and helping make informed decisions. The Lieutenant Governor counts as a Cabinet member.

OVERVIEW OF RESPONSIBILITIES & EXPECTATIONS

As the Governor of Stateview Correctional Facility, you are the guiding force behind the prison’s operations, ensuring that the game environment remains safe, balanced, and enjoyable for all participants. Your role is vital in leading the administrative team, enforcing policies, managing the daily flow of the organizations activities, and encouraging a positive community atmosphere.

1. OVERSEEING DAILY OPERATIONS

The Governor holds the crucial responsibility of overseeing the daily operations of the facility, ensuring the integration of all departments, roles, and activities within the organizational environment. It is important that the Governor remains vigilant in monitoring the organizations daily functions, ensuring that all elements of the organization—ranging from department management to role assignment—are executed efficiently and in accordance with established guidelines. The Governor’s oversight should be proactive, addressing issues as they arise while ensuring the overall flow of gameplay is maintained without overstepping boundaries or impeding staff autonomy. Equally important is the Governor’s role in ensuring the balance between different organizational roles, which helps to maintain the integrity of the roleplaying experience. This includes ensuring that all participants adhere to established gameplay regulations, roleplay standards, and behavioral expectations. The Governor must remain attentive to the impact of operational decisions on gameplay, always striving to promote fairness, cooperation, and an immersive environment for all players.


2. CREATING AND ENFORCING POLICIES

A central aspect of the Governor’s responsibilities is the creation and enforcement of policies that guide the behavior of all individuals within Stateview Prison. These policies serve as the foundation for maintaining order, ensuring that the game environment remains structured, fair, and enjoyable for all participants. The Governor is tasked with establishing regulations and guidelines that govern in-game conduct, roleplay standards, staff interactions, and the general operational framework of the prison. The Governor is also responsible for ensuring the effective enforcement of these policies. This requires constant monitoring and collaboration with staff to guarantee compliance. It is incumbent upon the Governor to ensure that all players are well-informed of these policies and that staff members are held accountable for their role in maintaining them. By doing so, the Governor fosters an environment where participants understand their responsibilities and expectations, thereby reducing the potential for confusion and discord.

Further, the Governor must remain adaptable, regularly reviewing and updating policies as necessary. This ensures that the game remains dynamic and responsive to both internal feedback and external changes. The Governor should be prepared to modify regulations in order to address evolving circumstances and enhance the overall gameplay experience.

EXECUTIVE BILL(S):

In addition to the development and enforcement of standard policies, the Governor has the authority to issue Executive Bills in response to urgent situations that demand immediate intervention. These situations may include free-ranking incidents, departmental misconduct, or other significant violations that are not immediately addressed through standard policy enforcement. Executive Bills serve as an emergency tool for the Governor to take swift and decisive action to resolve pressing issues and maintain the integrity of Stateview Prison operations.

Executive Process:

  1. Issuance of the Executive Bill: The Governor may issue an Executive Bill under circumstances that require immediate attention, such as when there is a critical issue or violation that cannot be addressed through regular channels. All Executive Bills must first be approved by the Governor before being initiated.

  2. Notification of Leadership: Once an Executive Bill is issued, the Governor will promptly notify member(s) of the executive team (which may include @SirYeet, @dpimpy, @Trey, and other relevant authorities) of the situation and the proposed corrective measures.

  3. Review and Approval: In cases where the Executive Bill may be seen as conflicting with existing rules or negatively affecting the community, the leadership team has the authority to review the bill and vote to either approve, amend, or impeach the bill.

3. SUPPORTING THE COMMUNITY

A critical function of the Governor is the continuous support and development of the community. The Governor is responsible for cultivating an inclusive, respectful, and engaging atmosphere, where all players are encouraged to participate actively and collaboratively. This requires the Governor to facilitate positive interactions among players and ensure that the environment remains conducive to fun and productive roleplay. By organizing regular events, engaging with the player base, and creating opportunities for socialization and interaction, the Governor enhances the communal experience. Furthermore, the Governor should be available to address player concerns and resolve conflicts, ensuring that any disruptions are dealt with swiftly and fairly to preserve the overall integrity of the community.

As part of their duties, the Governor must also encourage respect for diverse perspectives, ensuring that the community remains welcoming and accessible to all participants, regardless of their role within the game.


4. OVERSEEING INVESTIGATION(S) & ENSURING ACCOUNTABILITY

The Governor’s role extends beyond just managing day-to-day operations; they are also tasked with overseeing higher-level matters related to investigations, misconduct, and ensuring that all actions taken within Stateview Prison align with the policies and rules of the game. As a leader committed to fairness and transparency, the Governor must be vigilant in ensuring that all disciplinary actions are justified, well-documented, and consistent.

A key responsibility in this area is the review of investigation point-of-interest records, appeals, and reports. The Governor must carefully examine the outcomes of all ongoing or completed investigations involving rule violations, staff misconduct, or player complaints. This process ensures that any decisions, such as warnings, suspensions, or permanent bans, are grounded in evidence, accurately reflect the severity of the violation, and adhere to established policies.

When reviewing investigation case(s), the Governor should ensure the following:

  • Thoroughness of Investigations: All facts must be carefully gathered, and evidence must be analyzed to ensure that the investigation process was comprehensive and impartial.

  • Accuracy of Punishments: The Governor must ensure that punishments are appropriate and proportional to the violation. This includes confirming that no punishments are issued in error, based on faulty evidence, or without proper consideration of mitigating circumstances.

  • Consistency in Enforcement: The Governor must confirm that disciplinary actions are applied equally across all players and staff, ensuring there is no favoritism or bias in the enforcement of rules. This consistency is vital in maintaining the trust and integrity of the prison environment.

  • Compliance with Policies: The Governor must verify that all actions taken in relation to violations align with the established policies and guidelines of Stateview Prison. This includes assessing whether the outcomes of investigations and punishments align with the standards set forth in the official rules and operational guidelines.


5. MONITORING AND ADAPTING TO CHANGE

Given the dynamic nature of the organization, it is essential that the Governor remain attuned to the changing needs of both the game environment and the player base. The Governor must continuously monitor the effectiveness of existing policies, assess player engagement, and evaluate the performance of staff and departments. By staying abreast of feedback and gameplay shifts, the Governor can proactively adjust strategies to maintain balance, fairness, and a compelling experience for all involved.

Adapting to change requires foresight and strategic decision-making. The Governor must be prepared to modify game mechanics, revise policies, or introduce new content to ensure that the prison remains exciting and relevant. In doing so, the Governor contributes to the ongoing evolution of Stateview Prison, ensuring its continued success and player satisfaction. It is imperative that the Governor be both responsive and forward-thinking, anticipating challenges and taking proactive measures to address them.


6. LEADING WITH VISION AND DIRECTION

The Governor’s role is not only one of management but also one of elected leadership. It is essential that the Governor possess a clear vision for the future of the organization, guiding both staff and players toward common goals and objectives. This requires a balance of strategic foresight, effective resource management, and the ability to inspire and motivate the community. Through the establishment of long-term goals, the Governor sets the tone for the direction of the prison, providing clarity and purpose to both staff and players. Leadership requires a commitment to fairness and inclusivity, with the Governor acting as a role model for professionalism and respect within the game.

By demonstrating a culture of excellence, integrity, and collaboration, the Governor helps ensure that the community, and internal operations, remains an engaging and rewarding environment for all participants. The Governor must continually strive to improve the game’s operations, support the growth of the community, and lead the organization with unwavering dedication to its success.


BOUNDARIES AND LIMITATIONS

The Office of the Governor holds immense responsibility, acting as a primary administrative force within the executive structure of Stateview Correctional Facility. However, this power must be exercised within a well-defined legal and ethical framework to preserve the integrity of the organization, protect community values, and prevent potential misuse of authority. The Governor is not above organizational regulation(s), and their actions must be measured against accountability, impartiality, and procedural discipline.

Failure to observe these boundaries may result in internal reviews, restrictions placed upon executive capabilities, or in extreme cases, removal from office through impeachment or direct suspension. The limitations described below are in place not to restrict governance but to preserve the legitimacy of executive leadership and ensure cooperative collaboration between the the greater-good of the community, and organization.


SEPARATION FROM AUTONOMOUS DIVISIONS

To uphold the objectivity and independence of internal oversight systems, the Governor and their cabinet members are prohibited from participating in or interfering with the functions, staffing, or internal affairs of autonomous investigatory and enforcement bodies, including but not limited to:

  • Stateview Intelligence Agency (SVIA)
  • Stateview Executive Committee (SVEC)

Any attempt by the Governor to issue directives, manipulate cases, demand investigations be closed, or engage in administrative discussions within these departments is considered executive interference. The Governor may request an inquiry from Stateview Intelligence Agency (SVIA) or the Stateview Executive Committee (SVEC) only through formal written documentation and must not be involved in the process or outcome of the inquiry itself.


RESPECT FOR DEPARTMENTAL AUTONOMY

Departments within Stateview Correctional Facility are led by designated Directors and departmental administrators who are granted full autonomy to lead, manage, and oversee their internal affairs. The Governor may not issue executive orders that override departmental policies, reassign personnel, or instruct internal leadership on how to carry out their operations, unless a critical circumstance exists that threatens the security or integrity of Stateview and or departmental operations as a whole.

In such rare cases, the following must occur:

  1. The Governor must present verifiable evidence that demonstrates a department’s failure or harm to the operation or stability of the department, organization, or other surrounding initiative(s).

  2. They must first initiate contact with the department’s Primary Director and attempt to resolve the issue through professional dialogue and collaboration.

  3. If resolution fails or is unreasonably delayed, the Governor may formally submit a Case of Executive Concern to the Stateview Executive Committee to review intervention eligibility.

  4. Only with executive-level-authorization may temporary intervention be authorized, and even then, it must be clearly documented and reviewed afterward.

This boundary prevents Governors from consolidating influence across departments they were not elected to lead, thereby maintaining a decentralized and democratic management structure.


USE OF AUTHORITY AND CONDUCT EXPECTATIONS

The Governor must wield authority with discipline, neutrality, and fidelity to the community’s long-term interests. It is explicitly prohibited to use executive status to:

  • Settle personal disputes or retaliate against individuals for ethical or social reasons;

  • Alter policy without procedural legitimacy or ignore previously passed and approved policies;

  • Favor personal friends, campaign affiliates, or administration individuals with positions of power or immunity from disciplinary action;

  • Misrepresent executive directives to achieve personal goals under the guise of organizational orders.

The role of Governor is not a monarchal post, but a conditional and service-based mandate to lead with integrity and transparency. Those found exploiting their position for gain, influence, or control will face internal review and potential impeachment in accordance with established protocols. All significant directives must be supported by documented rationale, including clear objectives, stakeholder impact, and regulative grounding. Where possible, actions must also include transparency statements or public communication to maintain community trust.


INDEPENDENCE OF NON-EXECUTIVE LEADERSHIP

The Governor may not attempt to coerce, pressure, or override the decisions of the following independent officials:

  • Stateview Executives
  • Stateview Leadership Officials
  • Stateview Intelligence Agency (SVIA)
  • Stateview Executive Committee (SVEC)

These bodies exist outside the executive structure and represent the community, ethical standards, and systemic fairness. While collaboration is welcomed, the Governor must not direct these individuals, question their appointments, or seek to influence their votes or conclusions outside proper processes. Attempting to remove or silence these individuals for non-allegiance to the Governor’s platform constitutes executive suppression.


THE IMPEACHMENT PROCESS
Formal Circumstance(s) for Internal Review

The Governor of Stateview Correctional Facility holds a position of unmatched executive authority within the organization. As such, the Governor, along with their appointed cabinet, is expected to lead with integrity, discipline, transparency, and full adherence to the principles that safeguard the legitimacy of the facility. While the Governor possesses immense influence in legislative, administrative, and symbolic functions, this authority must always remain subject to checks and balances. The process of impeachment exists as a structured and proper method to challenge or remove a sitting Governor from office in cases where their actions or conduct directly violate their oath or threaten the stability of the organization.

Impeachment is not to be used as a retaliatory or advancement weapon; rather, it exists as a last-resort ethical mechanism to address instances of misconduct, ethical breach, or severe misgovernance. It ensures accountability while also preserving the rule of law, due process, and the core foundations of justice within Stateview.


LIMITS TO INVESTIGATION & IMMUNITY CLAUSE

To prevent undue harassment of executive leadership over minor administrative disagreements, it is established that the Governor cannot be placed under formal investigation for minor or medium-level infractions unless they are part of a broader pattern of misconduct, administrative negligence, or unethical violation. Minor offenses may be reviewed informally by the Stateview Executive Committee (SVEC) but will not qualify for impeachment unless escalated by Stateview Executive(s). This provision ensures that executive decision-making is not hindered by overregulation or malicious targeting while safeguarding the legitimacy of high-stakes impeachment processes.


GROUNDS FOR IMPEACHMENT (SECTION 1)

Formal impeachment proceedings may begin against the Governor only if one or more of the following high-level offenses are credibly reported:

  • Deliberate abuse of executive power;
  • Improper favoritism or bias in official decisions;
  • Acts of corruption, bribery, or unauthorized influence;
  • Violation of internal policies, including unauthorized executive bills;
  • Neglect of duty or deliberate undermining of organizational operations;
  • Conduct unbecoming of the executive office, including public scandals.

Once a report of such conduct is submitted, and if it is deemed credible by the Stateview Intelligence Agency (SVIA) or the Stateview Executive Committee (SVEC), the following procedural steps shall take place:

  1. Initial Review & Verification: The report will be reviewed by the Director(s) of the assigned agency. The agency will begin evidence-gathering.

  2. Case Escalation: If the report is substantiated with verifiable evidence, the case will be elevated to the Impeachment Managerial Committee for compliance review.

  3. Suspension Vote: A formal vote will be conducted by the Impeachment Managerial Committee to determine whether to temporarily suspend the Governor and advance to impeachment.

  4. Final Impeachment Vote: The Impeachment Managerial Committee will hold a private vote, that should take no longer than 24 hours, and should pass with at least 60% majority. If passed by the defined majority, the Governor will be permanently removed from office, demoted to Suspended Security Inmate, and barred from seeking future executive positions.


INTERNAL CABINET CONFIDENCE VOTE (SECTION 2)

If the Governor’s own administration cabinet loses confidence in their leadership ability—be it due to incompetence, negligence, unethical decisions, or severe unfitness to lead—they may invoke Section 2 of the Impeachment Clause. The process is as follows:

  1. Drafting the Motion of No Confidence: The cabinet, by majority consensus, must submit a formal declaration to the Impeachment Managerial Committee Representative(s)- @dpimpy, @SirYeet, @Trey.

  2. Internal Vote to Remove the Governor: A private internal vote is conducted among the cabinet. If a majority supports the motion, the Governor is removed and ranked as a Suspended Security Inmate.

  3. Transition of Power & Exclusion: The cabinet is then removed from all further discussions to allow the Impeachment Managerial Committee to finalize deliberations without internal conflict or bias.

Importantly, if Articles of Impeachment, Section 2, is invoked, the administration itself will remain intact unless a separate investigation or vote is initiated targeting the individual cabinet members for complicity or misconduct.


PARTIAL CABINET INVESTIGATIONS (SECTION 3)

In cases where investigations are initiated against only the Governor’s cabinet and not the Governor directly, the following provisions apply to ensure full accountability across the executive administration:

  • The Governor is not automatically presumed in violation, but due to their role as the appointing authority and head of the executive-leadership, they are not immune from consequences tied to their cabinet’s actions.

  • If any member of the cabinet is found in violation of corruption, abuse of power, neglect of duty, or any serious violation listed, the Governor will be given a formal opportunity to request the immediate resignation of the offending official(s).

  • Should the misconduct be severe, repeated, or handled improperly by the Governor (e.g., refusing to act, ignoring reports, or enabling wrongdoing), then:

    • A collective review of the entire administration will be launched;

    • The Governor may be officially implicated for failure to supervise or enforce accountability;

    • And the Stateview Intelligence Agency (SVIA) or Stateview Executive Committee (SVEC) may proceed with Governor impeachment proceedings, even if the original investigation was limited to the cabinet.

  • In such instances, the Governor and their entire administration may be suspended or impeached as a unified body, especially if it’s determined that the Governor:

    • Demonstrated willful negligence or complicity,
    • Appointed officials unfit for leadership positions,
    • Or failed to uphold the standards expected of the executive office.

This section reinforces the principle that executive leadership carries collective responsibility. The Governor is ultimately answerable for the integrity, behavior, and conduct of those they appoint. Tolerating, ignoring, or excusing mismanagement within the cabinet will be treated as a failure of leadership and may result in full impeachment and removal from office. No member of the administration is above oversight. No misconduct will be shielded by position, proximity, or politics.


FOUNDATIONAL OVERRIDE CLAUSE (SECTION 4)

If the Governor enacts a decision, policy, or action that is in direct conflict with the foundational principles of Stateview—as interpreted by Founding Authorities (@jimmy, @dpimpy, @SirYeet, @Trey)—they reserve the right to remove the Governor without a formal impeachment trial.

This clause is reserved only for cases where the Governor’s actions:

  • Threaten the organization purpose, or
  • Violate unwritten codes of integrity held by Founders

Due to its subjective nature, this power is expected to be used with caution. If the Governor or their allies believe the removal was unjust, they may file an appeal for review by the Impeachment Managerial Committee.


EXECUTIVE BILL OVERSIGHT (SECTION 5)

To prevent unchecked executive legislative power, any member of the Stateview Executive Committee (SVEC) or Stateview Intelligence Agency (SVIA) may call into question an Executive Bill passed by the Governor if the bill appears:

  • Corrupt or abusive;
  • Passed without due legislative oversight;
  • Contrary to organizational policy or justice;

The procedure is as follows:

  1. The Stateview Executive Committee (SVEC) or Stateview Intelligence Agency (SVIA) initiates a dialogue with the Governor to review the bill and its intent.

  2. If concerns persist, a motion is filed with the Impeachment Managerial Committee.

  3. A majority vote will decide whether to nullify and impeach the Executive Bill, effectively revoking its effect and marking it in violation of ethical practices, and further internal review should be taken in accordance with Articles of Impeachment, Section 1.


GOVERNOR RESIGNATION PROCEDURES (SECTION 6)

If the Governor voluntarily resigns from office before the end of their term, the administration shall follow the succession plan below:

  • The individual pre-selected by the Governor during the start of their administration shall be sworn in as Acting Governor.

  • The Acting Governor will complete the remainder of the term and retain full executive privileges.

  • They are also eligible to run in the next electoral cycle, provided they meet all qualifications and are not under any form of suspension or investigation.

This process ensures that governance remains uninterrupted, and that leadership continuity is preserved for the sake of organizational stability.

ELECTION GUIDELINES

  1. Term Limitations:
    The Governor holds one of the most prestigious and influential positions in Stateview Correctional Facility. Governors are permitted to serve an unlimited number of terms, provided they are re-elected at the conclusion of each term. There is no upper limit to the number of terms they can serve, but each term must be voted on and approved by the electorate. The Governor cannot retain office without the approval of the election process.

  2. Disqualification Criteria:
    A candidate for Governor can only be disqualified on the following grounds:

  • Blacklisting: A candidate who is blacklisted for breaking the rules or for any misconduct within Stateview is automatically disqualified from running.

  • Election Rule Violations: If a candidate violates any of the prescribed election rules listed in the Election Regulations section, they may be disqualified.

  • Vote for Disqualification: The Impeachment Managerial Committee or Election Management may vote to disqualify a candidate based on certain violations or behaviors that undermine the integrity of the election process. This vote must pass with at least 70% majority in agreement.

  • Note: No other form of disqualification is acceptable unless explicitly stated in the regulations. The process is designed to ensure fairness and transparency.

  1. Impeachment Clause:
    Should the Governor be impeached during their term, they are NOT allowed to run for re-election or seek the office of Governor again in the future. This rule is in place to maintain the integrity of the office and prevent potential abuse of power by individuals who have been removed due to misconduct. However, if the Governor’s cabinet members have not been involved in the impeachment, they may still run for the position of Governor, provided their candidacy is approved by campaign management. This ensures that the administration as a whole is not unfairly penalized for the actions of one individual.

  2. Post-Term Rank:
    Upon the completion of their term, the Governor does not have the option to request any rank other than Respected Inmate. This policy prevents former Governors from maintaining excessive power after leaving office.Exception: If the Governor wishes to campaign again in the future, they may temporarily retain their Governor rank until the election cycle begins. This exception ensures that candidates running for re-election are not unfairly disadvantaged by rank changes mid-term.

  3. Post-Term Cabinet:
    Similarly, the Governor’s cabinet members, upon the end of the Governor’s term, may request the Respected Inmate rank. This rank serves as a transitional position, allowing former cabinet members to continue contributing to the community without retaining executive power.

  4. Access Restrictions:
    Throughout their term and after it has ended, the Governor and their administration are NOT permitted to gain access to any Intelligence Agency associated with Stateview Correctional Facility. This measure is put in place to prevent conflicts of interest and to ensure that former leaders do not manipulate or misuse confidential information after leaving office.


ELECTION REGULATIONS

To ensure that the election process is fair, transparent, and free from corruption, all candidates and their campaign teams must adhere to the following rules:

CAMPAIGN ADVERTISING AND PROMOTION

  1. Permitted Advertising:

Campaign advertising must only occur through official election channels. Candidates are not allowed to advertise their campaigns outside of designated election spaces, such as:

  • The election-specific server

  • Their own designated campaign serverAny campaign activities outside these approved spaces (such as in external Roblox games or non-election servers) will result in disqualification.

  1. Advertising Restrictions:
  • No server advertising outside the election space.

  • No Roblox game advertising or encouraging others to vote for you within external games.

  • No direct messaging (DM) other users to solicit votes. This includes messaging individual players and asking for support, or pressuring them to vote in your favor.

BRIBERY, CORRUPTION, AND VOTER MANIPULATION

  1. Bribery Prohibited:
  • Do not offer, accept, or request bribes of any kind, whether for votes, favors, or any form of influence.

  • Paying individuals to support or vote for a candidate is strictly forbidden. Bribing voters undermines the integrity of the election process and will result in immediate disqualification.

  1. Election Fraud:
  • Voter fraud in any form, including rigging votes, manipulating the results, or using alternative accounts (alts) to sway the vote, will result in the disqualification of the candidate involved.

  • Do not pay others to commit voter fraud or rig the election in any way. This includes recruiting alt accounts to vote for your campaign or disparage others.

INTEGRITY AND ETHICS OF CAMPAIGNING

  1. Campaign Integrity:
