There are more guns that you can get without irl money that you did not state. Also, you get all ERT guns after level 4 so you can claim ERT and join ERT. Lastly, your idea is really bad. Levels are used for promotions to higher ranks. If your level is too low you are not too likely to get ranks like CP or FD and CAC. Overall really your idea is even worse than an MR exclusive weapon.
