Let some people on CO team access LD

Many MR/LRs who have gamepass M4A1 like to play on the Corrections Officer team because there is no bulletproof vest and it overall has a better spawn than ERT in my opinion. Make it so that anyone on a staff team (MO, ERT, CO, HC) can turn on lockdown only if they are over the rank that is authorized to turn it on. This way, many MR corrections officers can turn off lockdown and it would cause less confusion.

I think if you’re COMM+, doesn’t matter in Wich team you are, you can go in CR. I always did it.
