I half understand your suggestion, however, I’ll try to answer it with my personal opinion - if you feel I’m not fully understanding, just let me know!
It seems like a great idea, however I believe there are a few complications to go with it. You mentioned that exploiters find it easy to evade bans. From what I’ve seen, this can certainly be true in some circumstances. I think, even with an IP address ban (I assume this is what you mean), people could change their IP address to somewhere else and therefore evade this ban as well - hence not FULLY solving the problem. Also, this would take a lot of both time and effort from whichever ranks/departments would be in-charge of setting these ‘IP bans’. This would draw them away from their original jobs within their respective ranks/departments, therefore resulting in a large back-log of incomplete work, thus, not solving the problem either.
I do, despite what this may show, agree that there should be a new type of ban to stop alt-accounts being used to join the game and abuse further after a ban.
