This is so we can keep the amount of low ranks from abusing their power and putting people who have done nothing wrong into max. Also it is more contained and less chaotic.
I disagree. It should stay ERT+. Commanders are basically just a higher rank ERT. ERT has upgraded items and tools. Although yes there is alot of abuse.
