Xbox can’t chat on Stateview. So why not make a Quick Chat? They would be able to chat but have limited things. You can take some games such as Backpacking - it has a quick chat for Xbox players.

Cant Xbox users not chat anywhere? If I recall correctly they disable it because they prefer users to use their chat instead of chat in the game.
