It would be nice to create a radio for criminals.

I agree, this could have a lot of benefits for the criminals who, at this point, just wander through the prison alone. The only problem is that this could cause an even more intense raiding, because of their communication, which makes it even more difficult for staff to clear them from the prison than it already is. But not a bad idea at all.
