Rank Authority Regulations & Guidelines

This purpose of this document is to establish Rank Authority Regulations and Guidelines for Stateview, outlining how authorities are granted, used, and regulated within the community. It is intended to clearly define the permissions, responsibilities, limitations, and perks associated with holding an authority separate from an individual’s actual rank. These guidelines ensure that authority holders understand the extent of their powers and how they are expected to operate. Additionally, this document provides a clear framework for handling misuse of authority, disciplinary matters, and accountability.
An Authority is a designation that allows a member to operate with certain privileges associated with a rank without actually holding that rank within the standard ranking structure.
An individual holding an authority may be recognised as holding that authority for specific purposes, while still retaining the permissions and responsibilities of their actual rank.
Authority holders:
- Receive the applicable administrative level associated with their authority.
- Receive specific privileges and perks granted to their authority.
- Are recognised as holding the designated authority.
- Do not receive the standard Bloxcord permissions associated with the authority.
- Cannot independently host, punish, rank, or exercise permissions that require the actual rank.
- Remain subject to all regulations outlined within this document.
Authority does not constitute a full rank promotion. It provides specific privileges and recognition while maintaining limitations on the permissions available to the individual.
Authority holders do not receive the Bloxcord permissions associated with the authority they hold. This means an authority holder cannot independently utilise Bloxcord functions that require the corresponding actual rank, including:
- Hosting sessions.
- Adding supervisors.
- Starting sessions.
- Utilising rank-specific moderation functions.
- Exercising permissions restricted to the actual rank.
An authority holder must rely on a member who possesses the appropriate actual rank where a Bloxcord permission is required.
Authority holders may supervise sessions where their authority provides them with the relevant supervisory privileges. Due to the absence of the corresponding Bloxcord permissions, a secondary supervisor with the appropriate actual rank must be present. The secondary supervisor will be responsible for the Bloxcord functions required to add supervisors and allow the session to begin.
Example: A member holding Community Advisory Council authority may supervise a session; however, a second supervisor with the required Bloxcord permissions must be present.
An authority does not automatically provide punishment permissions. An individual may only punish, rank, demote, or otherwise discipline another member where their actual rank provides them with the appropriate permissions. Authority cannot be used to bypass the disciplinary limitations of an individual’s actual rank.
Members holding an authority of Community Advisory Council (CAC) or higher will receive access to the High-Command Team. This includes the tools, weapons, and other privileges normally granted to members of the High-Command Team. High-Command access is determined by the authority held and does not require the individual to hold the corresponding actual rank.
Restrictions regarding entry into Unauthorized Areas within the Session Room do not apply to individuals holding an authority of Prison Commissioner or higher. This privilege applies regardless of the individual’s actual rank.

Authority holders may grant spectate permissions to other members of their authority. Where the authority held provides a spectator-limit exemption, the authority holder may also bypass the standard spectator limit. These privileges apply based upon the authority held, regardless of the individual’s actual rank. All spectator privileges must be used appropriately and in accordance with Stateview regulations.
Authority holders are responsible for completing the quota associated with the authority they hold. The method in which this quota is completed will depend on whether the individual possesses the necessary BloxCord permissions to complete the standard requirements of their authority. Where an authority holder possesses the necessary BloxCord permissions through their actual rank, they are expected to complete the standard quota requirements associated with their authority.
Where an authority holder does not possess the necessary BloxCord permissions to complete the standard quota requirements associated with their authority, they will instead be required to complete two times (2x) the minute quota associated with their authority.
Example: An individual holding Board of Governors authority who possesses the necessary BloxCord permissions through their actual rank must complete the standard Board of Governors quota. However, if the individual’s actual rank does not provide the BloxCord permissions necessary to complete those requirements, the individual must instead complete 2x the Board of Governors minute quota.
The applicable quota is therefore determined as follows:

An individual’s actual rank does not change which authority quota applies. The actual rank is only considered when determining whether the individual possesses the BloxCord permissions necessary to complete the standard authority quota. Where unusual circumstances, permission limitations, or conflicting rank and authority requirements make an individual’s applicable quota unclear, the appropriate governing body may determine which quota requirements apply.
Where an individual holds an authority different from their actual rank and violates Stateview regulations, disciplinary action may be taken based upon the authority held where the violation concerns the individual’s authority.
This ensures that authority holders remain accountable for the additional responsibilities and privileges associated with their authority.
Example: An individual holding Community Advisory Council authority while having the actual rank of Chief of Staff commits a violation relating to their authority. The Executive Committee would handle the matter rather than the individual’s normal department.
Authority holders may be subject to disciplinary action for:
- Misusing authority-specific privileges.
- Attempting to exercise permissions they do not possess.
- Using authority to bypass established procedures.
- Improperly punishing another member.
- Abusing High-Command, spectator, or supervisory privileges.
- Misrepresenting authority as an actual rank.
- Using authority for personal benefit or retaliation.
- Repeatedly failing to follow authority regulations.
Depending on the severity of the violation, action may also be taken against the individual’s actual rank. An authority may be removed where deemed necessary by the appropriate governing body. Reasons for removal may include but are not limited to our General Procedures & Guidelines and In-Game Behavioural Standards & Moderation Procedures

Authorities are not earned through promotions, performance, or continued service within Stateview. Instead, authorities are an optional privilege that may be obtained through the organisation’s purchasing system. Members interested in obtaining an authority must contact an authorised Sales Associate for further assistance and information regarding the available authorities. To begin the process, contact a Sales Associate. The lowest authority available for purchase is Facility Director, with higher authorities being available thereafter.
All individuals granted an authority are responsible for understanding and complying with the regulations outlined within this document. Authority holders are expected to exercise their privileges responsibly and must not use their authority to circumvent the permissions, procedures, or disciplinary structures associated with their actual rank. These regulations may be amended, expanded, or repealed where necessary to accommodate changes to Stateview’s organisational structure, systems, or operational requirements.
