Stateview Departmental Administration Bylaws
These bylaws apply to all Stateview Departments. The Admin Board is generally the Overseer, the Director, the Deputy Directors, and optionally one other admin rank.

Article I: Purpose and Structure
Every Department at Stateview is governed by an Administrative Board. This board wields executive authority over all department operations, personnel, and internal policy, subject to Executive Team oversight.
Section 1: The Administrative Board Roles
The Board is strictly composed of the following appointed roles:

Overseer (Max. 2 Appointed Users)

Oversight and compliance team for the department.

Requirement: Must hold the rank of Chief of Staff or higher in the main Roblox Group.

Director (Max. 1 Appointed User)
- The authoritative head of the department holding exclusive control over day-to-day operations.

Deputy Director (Max. 3 Appointed Users)

Assistants to the Director, tasked with ensuring ongoing operations, answering personnel questions, and executing decisions.

Exceptions: SVET has only 2 DD slots.

Auxiliary Administrator / “Role X” (Max. 3 Appointed Users)

A custom administrative rank defined and titled at the discretion of the Department Director.

Assists, informs, and supports the Director and Deputy Directors in ongoing operations.

Section 2: Non-Appointed Rank Holders
These powers, capabilities, and regulations apply exclusively to officially appointed Admin Board members. Users holding the rank of Auxiliary Admin, Deputy Director, Director, or Overseer (i.e. by purchasing the role) who are not officially appointed to the board are strictly bound by the following:
- No Administrative Authority: They cannot exercise the rights and abilities in these bylaws, including adding or removing members, modifying department ranks, or changing department policies.
- Subordination: They are always subordinate to the true board and can be overruled by any appointed Admin Board member at any time, regardless of that board member’s rank.
Article II: Appointments and Vacancies
Section 1: Maintaining the Roster
All administrative board roles must be filled to their maximum capacity at all times. Upon a vacancy occurring, the Admin Board has exactly 36 hours to unanimously appoint a qualified replacement, with the exception of Overseer. If the board fails to finalize an appointment in this window, the Executive Team will automatically promote the next-in-line user from the highest non-admin rank to the auxiliary rank, and the admin board will shift up if necessary to close the gap. The executives may use discretion to determine next-in-line, both for admin board rank promotions and appointments into the admin board.
- Both Overseers may agree to withhold a vacancy in Auxiliary or Deputy Director rank. In this case, the spot may remain vacant for up to 60 days, until a suitable placement can be made. All vacancies must be logged in the collaboration server and a member of the executive team must be pinged.
Note: If there is no Overseer or only One Overseer, the Executive Team will substitute as the missing Overseer(s). This goes for all points in these guidelines.
Section 2: General Appointment Requirements
To be appointed to the Administrative Board, a candidate must meet the following criteria:

Tenure: Must have been an active member of the department for at least thirty (30) continuous days.

Record: Must not have been blacklisted or faced major disciplinary action within the last ninety (90) days.
Section 3: Advanced Rank Requirements
To be appointed to a higher Administrative Board rank, candidates must meet the following additional requirements:

Auxiliary Admin:

Must be unanimously certified by the current Departmental Administrative Board to become an Auxiliary Admin rank and enter the board. Any Administrative Board member can suggest promotions into the board, but a proper vote must be completed to admit a new member.

An appointment to this rank does not technically require working up to the rank in the department. Any department member, regardless of rank, can be appointed to the lowest admin board rank.

Deputy Director:

Must be certified by a majority of the current Departmental Administrative Board (5/9) to become a Deputy Director.

Must have consistently passed both departmental admin evaluations on a 90-day rolling basis.
-
Must be serving as an Auxiliary Board for at least one (1) month (30 days), unless explicitly bypassed by the Executive Team or both Overseers.

Must not have earned an admin board strike, or department strike in the last three (3) months (90 days), unless bypassed by the Executive Team or both Overseers.

Priority is given to those who are not already upper admin boards of other departments (DD+).

Director:
-
Must have served as a Deputy Director for at least three (3) months (90 days), unless explicitly bypassed by the Executive Team or unless there is no other option.

Must have consistently passed both departmental admin evaluations on a 90-day rolling basis.

Must be selected from the Deputy Directors by Both Overseers and approved by the executive team.

Must not be Director of any other department.

Overseer:
-
A Deputy Director+ who qualifies must request this formally in the Department Admin Collaboration Server if there is an opening in the Overseer Rank.

Must have served as a Deputy Director for at least six (6) months OR as a Director for at least three (3) months. (Exceptions exist, such as for role-buyers in 2.4)

Must receive an official endorsement from the entire Admin Board, unless there are no Overseers, in which case it will be a (5/9) majority vote.

Must display a fundamental, comprehensive understanding of how Stateview departments work, their boundaries, and what is firmly permitted versus prohibited.
-
Must not be Director or Overseer in two or more other departments. A user can only be Director+ of two departments at a time.

Complete and pass the STARSOL™ Overseer Eligibility Quiz, which contains content questions, true/false questions, situational questions, and general ability questions to assess ability to become an Overseer. This quiz will be performed at the very end, once the vote has happened and all requirements are met. Use of unauthorized resources, such as the internet, AI, or the help of others, will result in permanent blacklist from ever holding a department admin board rank. The test will be administered by the Executive Team, and the user may only take it twice every sixty days.

Section 4: Role-Buyer Appointments
For users that have purchased their current department rank of the auxiliary rank, Deputy Director, Director, or Overseer, but are not officially appointed admin board members, there is a path to be appointed onto the official board.

Appointments of buyers require an opening/vacancy in the admin board, and can only happen during the 36 hour window given to restore the admin board (defined in Article 2 Section 1).

Appointed Board Members cannot hold any other rank in the department server; ie. A buying Overseer who was appointed to base auxiliary rank cannot continue to hold “Overseer” role in the department server. It must be updated to reflect their true standing.

The buyer must meet all requirements in Article 2 Section 2,3, unless otherwise noted.

If the role-buyer is ranked Deputy Director, Director, or Overseer, they may formally request appointment as an Overseer as an address to department Overseers and/or Executives, who will carry out a vote inside the admin board as per 2.3 “Overseer”.

The “time served” requirement in 2.3 “Overseer” does not apply here.

Deputy Director
-
If the role-buyer is ranked Deputy Director, they may formally request appointment as a Deputy Director as an address to department Overseers and/or Executives, who will carry out a vote inside the admin board.

All points under 2.3 “Deputy Director” apply, with the exception that a unanimous vote in the board must be conducted instead of a majority.

Appointing role buyers to Deputy Director is not permitted if there have been no internal Auxiliary-DD promotions on the admin board in the past six months.

Appointing a role buyer to Deputy Director who is doing less work (or is less active) than another choice (Auxiliary rank member or other role-buyer DD) is not permitted.

Auxiliary Rank
- All role-buyers may formally request appointment as an Auxiliary Rank as an address to department Overseers and/or Executives, who will carry out a vote inside the admin board as per 2.3 “Auxiliary Rank”.

Director
- Role-buyers may not be appointed to Director. They may choose to request an appointment to the Auxiliary Rank, but will lose their Director role if appointed.

If there are more (passing) requests than vacancies, they shall be done on a first-come-first-serve basis. If there are “ties”/ requested at roughly the same time (6h range), the person with more experience and activity will have priority.
Section 5: Executive Interventions

Director & Overseer Appointments: All appointments to Director or Overseer mandate formal approval from the Executive Team.

Overseer Rank Requirements: Upon successful appointment to Overseer, the user will automatically be promoted to Chief of Staff if they are currently a lower rank. If they are ever demoted to below Chief of Staff, they forfeit their eligibility and will be removed from the Overseer role immediately. This does not include suspensions, unless the suspension is more than thirty-one days long from the Stateview Intelligence Agency or the Executive Committee.
Article III: Duties and Ongoing Requirements
Section 1: Overseer Responsibilities

Operations Reviews: Submit independent operational reviews of all administration members to the Executive Team every thirty (30) days.

Guidance & Compliance: Provide accurate, timely assistance to the Director and Admin Team. Ensure all operations strictly follow Stateview group rules.

Oversight & Professionalism: Ensure the professional operation of the department. Rapidly identify and prevent any unprofessional or rule-infringing activities inside the department (e.g., NSFW content, mass trolling, toxicity). Prevent the overstepping of boundaries by admin members, ensure adherence to these bylaws, and monitor active contributions.

Ensure BC Permissions Validity: Ensure that the admin board is properly updating BloxCord Permission Roles, Intel Roles, and Main Roles, (including other locations where the user may have perms due to the department) for new department members and those that have left or been removed.
Section 2: Director Responsibilities

Board Evaluations: Conduct comprehensive evaluations of the Administration Team every forty-five (45) days and report findings to the Overseers and Executive Team.

Operational Health: Ensure the seamless and efficient operation of the department.
-
Board Management: Manage morale, address internal board disputes, and facilitate the resource needs of the administrative team.
Section 3: Deputy Director Responsibilities

Logistics & Support: Actively assist in the operations and growth of the department.

Personnel Relations: Promptly and professionally answer all legitimate operations-related inquiries from departmental members.

Maintain BloxCord Roles: Add and remove BloxCord Permission Roles, Intel Roles, and Main Roles, (including other locations where the user may have perms due to the department) for new department members and those that have left or been removed.
Section 4: Auxiliary Rank Responsibilities
- The department director may create and update responsibilities for this admin board rank. The responsibilities must be provided to the person and remain accessible for reference in the Department Admin Collaboration Server. Updates or amendments to responsibilities require an advance 24-hour notification.
Article IV: Dismissals and Resignations
Section 1: Resignations

Any admin member may resign their post at any time.

Rank Placement: Upon resignation, the member may choose to leave the department entirely or demote to any standard rank, except another admin board rank or the two ranks immediately below the admin board hierarchy.
Section 2: Involuntary Removals
Removals must follow strict protocol. No admin member may be removed solely on the basis of their vote on an official department matter, or for simply holding a dissenting opinion from the rest of the board.

Executive Removal (All Ranks): The Executive Team reserves the right to remove any admin member (including Overseers) who fails to meet the rank requirements, becomes inactive, or neglects their outlined role duties.

Overseer Removal: The Director may lodge a formal complaint to the Executive Team. If the Overseer in question clearly violates the guidelines or requirements to hold the Overseer rank, they will be dismissed. Otherwise, a unanimous vote will be conducted comprising all admin board members except Overseer(s). There must be at least three voters from the administrative board, and the reasoning must not be related to a personal matter.

Director Removal: The Director may only be removed by a unanimous agreement of both Overseers, OR a 2/3 majority vote among the Deputy Directors. (Reminder that Executive Team substitutes for vacant Overseer slots)

Deputy Director Removal: A Deputy Director may be removed by the combined agreement of the Director and at least one Overseer, OR by a unanimous agreement of both Overseers.

Auxiliary Administrator Removal: Any member occupying the custom auxiliary role may be freely removed at the sole discretion of the Director.
Note that the Stateview Executive Committee (SVEC) cannot modify, suspend, terminate, or strike (department punishments) ranks of those on the department admin board.
Section 3: Inactivity and Responsiveness Clause

Operational Hindrance: Admin board members are expected to remain actively engaged. If any board member (including an Overseer or Director) fails to respond to official requests or group communications, thereby bottlenecking or hindering departmental operations, they will be classified as inactive.

Consequences: To ensure continued departmental efficiency, inactive admin members may be subjected natively to Admin Strikes by an Overseer, or subjected to expedited removal from their position by the Executive Team as deemed necessary.
Article V: Departmental Capabilities and Powers
Section 1: Classification and Information Control

Declassification: The Director or any Deputy Director may declassify internal department material, provided it does not cause wide-scale harm to the department or Stateview.

Notification & Veto: Prior to the release of information, the entire Admin Board must be notified in the department’s dedicated channel within the Department Admin Collaboration Server. An Overseer wields the absolute right to veto and deny declassification for any reason.
Section 2: Roster Management

Handpicking: The Board may handpick and directly recruit department members in the best interest of the department. Excessive handpicking is strictly monitored and may trigger an executive review.

Disciplinary Action: The Board maintains the authority to vote on removing, demoting, or restricting departmental members and visitors (including leadership, Executive Committee, or OOE personnel).

Individual Removals: A deputy director, director, or overseer may remove, demote, strike, suspend, or restrict department members at their own discretion. Any admin board member may veto or reverse the decision within 24 hours. If there is a disagreement, the overseer(s) must execute a majority vote to settle the matter or work to an agreement, where logical reasoning is required from each party.
- Removal of members may not be done on the basis of race, age, sex, religion, nationality, sexual orientation, or personal bias.
Section 3: Opening Applications

The Director holds the primary discretion to open departmental applications to the wider community.

Requirement: Opening applications mandates the explicit agreement of both Overseers OR one Executive Team member.
Section 4: Interfacing with Department Blacklists

The Director holds primary discretion to authorize temporary or permanent department blacklists. Department Blacklists may be logged wherever the department maintains it.

Department Blacklists may only be issued for severe rule violations, extreme toxicity, major breaches of trust, or significant disruption to departmental operations.

“All Department Blacklists” require approval from a majority vote, and must be legitimate as determined by the Executive Team. These are to be logged in the intel server by an appointed board member for legitimacy. Approval from other departments may be required - check forum.
Section 5: Server Roles and Permissions
- The Appointed Role: All formally appointed Admin Board members will receive a designated “Appointed” role within the department server. This role must be positioned above all standard department ranks in the role hierarchy and should only ever be given to officially appointed board members. Any individual who unauthorizedly assigns the “Appointed” role to themselves or another non-appointed user will immediately have their role-management permissions revoked.
- Administrator Permissions: Full Administrator server permissions are strictly reserved for the Director, Overseers, and optionally Deputy Directors. Users who are not officially on the appointed Admin Board are prohibited from holding full administrator permissions in the server. Users ranked to “Department Oversight” in the official collaboration server may be eligible for an admin role, if allowed by executive team.
- The Intelligence Agency has strict requirements for case and thread security. Only one user may hold administrator permissions at a time, and it is limited to the director or an overseer. Deputy Directors are not eligible for administrator permissions.
- Custom Permission Roles: If elevated permissions absolutely need to be given to specific users explicitly outside of the board, an Overseer or Director may create a designated permission role possessing strictly limited permissions tailored to that specific user’s needs.
Article VI: Internal Communications
Section 1: Department Admin Collaboration Server

Centralized Hub: All official communication, cross-departmental coordination, and administrative discussions must take place within the official Department Admin Collaboration Server, replacing individual platform group chats.

Composition: This unified server is established to house all Administrative Boards from every Stateview department in one centralized location.

Executive Presence & Oversight: The Executive Team maintains full presence within this server at all times to ensure streamlined communication, uniform oversight, and cross-departmental harmony.

Department-Specific Areas: Each department will be allocated its own dedicated, private channels for secure internal board discussions and operations.
Article VII: Board Procedures and Discipline
Section 1: Official Board Votes
- Duration & Conclusion: Any official vote called by the Administrative Board will run for twenty-four (24) hours, or until a conclusive majority can be verified from the board members, whichever comes first. Votes are to be called on any issue, matter, or goal to which an agreement cannot be reached among the admin board. If there is an even number of members and a tie occurs, an executive team member will vote.
Section 2: Internal Disputes and Disagreements
- Mandatory Voting: If there is any internal disagreement regarding an Administrative Board action—specifically involving department policy changes, member rank modifications, or enforcement/disciplinary actions—any board member may formally contest the action.
- Resolution Protocol: Upon contestation, the disputed action is immediately paused. A formal majority vote of the Admin Board must be held to finalize, amend, or overturn the contested decision.
Section 3: Leaves of Absence & Directorship

Standard Leave of Absence (LoA): Admin members on an approved Leave of Absence (or FL) are excused from their duties. While on LoA, they are not permitted to cast votes in official board matters, execute administrative actions, or issue punishments. Their absence will not count against the total required for a majority vote (the required majority scales down to the remaining active members).

Forced Leave: If an admin member is placed on Forced Leave, they are strictly prohibited from performing any departmental duties or actions. Attempting to execute admin duties while on Forced Leave will result in an immediate Admin Strike.

Interim Director: If the Director is unavailable, taking a Leave of Absence, or placed on Forced Leave, they may select an Interim Director from the Admin Board to act in their stead.

Board Override: The Administrative Board retains the right to overrule the Director’s choice and replace the Interim Director with another admin board member via a simple majority vote.
Section 4: Admin Strike System

Issuance: An Admin Strike System is utilized to maintain discipline and accountability. An Overseer holds the explicit authority to formally issue strikes to any subordinate admin board member for misconduct, inactivity, or rule infractions. Malicious, misleading, or unwarranted strikes will not be honored.
- Three Deputy Directors and a Director may issue an admin strike on an Overseer for a legitimate reason.

Consequences: Accumulating three (3) active strikes will result in immediate removal from the Administrative Board, subject to Executive Team processing. The removal may result in a demotion to a non-admin rank or a removal from the department as a whole.

Expiry & Logging Requirement: Admin Strikes must be logged in the Admin Board Collaboration Server in the proper channel. Strikes expire after 365 days but are not deleted.
Section 5: Prohibition of Monetary Exemptions & Influence
- Zero Tolerance on Board Authority: No individual may pay, bribe, or use monetary or in-game asset exchanges to secure appointments onto the Admin Board or purchase promotions within the Admin Board.
- No Disciplinary Immunity: It is strictly forbidden to buy “reverts” for admin board punishments (such as Admin Strikes), or to purchase “reform immunities” to bypass board-level discipline. While standard departmental group ranks may be purchased, actual Administrative Board authority, appointments, and discipline operate strictly on merit, board votes, and formal procedures without exception.
