Suggestion: Retaliation against fellow prisoners w/ more lethal means

In a poorly worded nutshell, my suggestion is to remove the damage penalty from a prisoner who uses lethal means against a fellow prisoner (gun, knife) who punches that prisoner.

example: prisoner 1 punches prisoner 2. prisoner 2 decides to fight back using a gun. In this scenario, the damage penalty “Try not to use this weapon against your team!” would be removed since prisoner 1 began the fight.

If staff actually does their jobs, which a lot of the time they simply do not care about prisoners fighting amongst each other. Super annoying to be punched unprovoked (usually by a new player) and be killed for no good reason
