Someone please tell me I asked someone and they said “inspections” but then left before explaining that… I tried to look what inspections are but could only find people ranting about how rare they are but not what they actually are

Be active and get noticed…
To be promoted from SI to CP you can pass an inspection with good stats, get noticed, or just buy the rank.
