Stateview is committed to maintaining a professional, respectful, and welcoming environment for all staff and associates. This document provides important information, policies, and guidelines that help outline the expectations and standards within Stateview Correctional Facility. By reviewing this document, members can better understand our core values, responsibilities, and the principles that shape our community. ORGANIZATION INFORMATION & PROCEDURES

This section provides an overview of Stateview Correctional Facility, including the procedures, structure, and systems that support its daily operations. It is intended to serve as a central point of reference for all members by clearly outlining the policies, expectations, and standards upheld within the community. The regulations and policies detailed throughout this document are designed to maintain consistency, accountability, and professionalism across all servers, programs, and ranks within Stateview Correctional Facility.


I. REFORM STRATEGY & INITIATIVES

At Stateview, we are committed to building a community centered on fairness, accountability, and inclusivity. As our community continues to grow, we recognize the importance of evolving alongside it. To support these values, we are implementing a series of reforms and improvements aimed at increasing transparency, creating equal opportunities, and strengthening collaboration between members at every level.

RANK RESTRUCTURING AND REFORM PROCESS:

The following reforms outline the new ranks that reformed members will receive

[1] Chief Executive Officer to Stateview Leadership will be reformed to: Chief of Staff.
[2] Chief of Staff to Chairman of the Board will be reformed to: Board of Governors.
[3] Community Advisory Council to Board of Governors will be reformed to: Facility Director.
[4] Chairperson to Facility Director will be reformed to: Superintendent.

IMPACT OF RANK PURCHASES ON REFORMS:

Purchasing a rank does not exempt members from meeting the same quota and activity requirements as those who have earned their rank through merit. All members are expected to uphold organizational standards equally. As a result, reforms will apply uniformly to all rank holders, ensuring fairness and consistency across the board.

THE REVIEWAL PROCESS:

Stateview’s Community Management conducts reforms by considering seven essential factors. These factors encompass:

* Department Activity 
* Overall Performance
* Organizational Impact

* General Support & Participation

THE APPEAL PROCESS:

To uphold fairness, members impacted by reforms have the right to appeal decisions within 72 hours of notification. Appeals must include a detailed explanation and supporting evidence for reconsideration. Each case will be reviewed by the Community Management team to ensure due diligence and integrity in the decision-making process.


II. DISCRETIONARY INFRACTIONS

The section defines Stateview’s approach to addressing lower-level rule violations, with a specific focus on individual circumstances. Our primary goal is to issue infractions thoughtfully by considering several factors. Under this policy, our high-ranks and departments are allowed to issue punishments that deviate from the punishment steps (modifying punishments). Our high-ranks should provide a reason why they decided to modify the specific punishment by using the factors for determining discretionary consequences. Leadership personnel is exempt from this and can modify punishments without providing a reason for their modifications.

It is required that when an infraction is modified or reduced from its original forum-mandated infraction, the log must clearly indicate the change by including a notation labeled “Discretionary Infraction” or “DS.” This allows departments, programs, and higher-ranking members the ability to properly track modified or reduced infractions.

Age, developmental, and maturity levels of the parties involved and their relationship to Stateview Correctional Facility.

III. RESIGNATION & RANK TRANSITION

Stateview values the contributions of its leadership and aims to provide a thoughtful and flexible process for members transitioning out of their roles. Members holding positions within the Chairperson - Board of Governors range are presented with tailored options for their continued involvement or departure, ensuring their expertise and dedication remain impactful in the community.

This policy ensures that all resigning members retain agency in determining their ongoing relationship with Stateview. By offering a range of flexible options, we aim to celebrate their legacy and provide opportunities for meaningful involvement at a level that suits their preferences.


IV. LEAVE OF ABSENCE POLICY AND PROCEDURES

The leave of absence policy reflects Stateview’s commitment to maintaining a fair, organized, and understanding environment for all members. It is designed to give members flexibility during periods of inactivity while also ensuring transparency, accountability, and stability within the community.

AUTHORIZATION AND DURATION OF LEAVE OF ABSENCE

Eligibility for Submitting a Leave of Absence:

  • Authorized Personnel Only: The ability to officially request or approve a Leave of Absence is limited to individuals holding the rank of Chairperson or higher.

Duration Requirements:

  • Minimum and Maximum Timeframe: A Leave of Absence must last a minimum of 7 days and cannot exceed 21 days unless special approval is granted by leadership.

  • Cooldown Periods: To ensure fairness, the cooldown period after a Leave of Absence corresponds directly to its duration. For example, a 7-day Leave of Absence results in a 7-day cooldown before another leave can be submitted.

LEAVE OF ABSENCE GUIDELINES AND EXPECTATIONS

Quota Obligations:

  • Submitting After Thursday: Members submitting a Leave of Absence after Thursday must fulfill all quota obligations for the current week before their notice is accepted.

  • Submitting On or Before Thursday: Members submitting a Leave of Absence on or before Thursday are exempt from the current week’s quota requirements.

  • Conclusion After Thursday: If a Leave of Absence ends after Thursday, the individual is excused from that week’s quota. However, if the member voluntarily terminates their Leave of Absence early (by providing an update), they are required to meet quota requirements for that week.

Integrity of Leave of Absence Logs:

  • Standardized Formatting: All Leave of Absence logs must adhere to the correct format and comply with the established guidelines.

  • Genuine Use Only: The Leave of Absence policy is strictly for legitimate reasons and cannot be exploited to evade disciplinary actions, quotas, or impending reforms.

  • Honesty in Submissions: Members are required to present truthful and valid reasons for their Leave of Absence requests. Deceptive or fabricated submissions are not permitted.

Prohibited Activities During a Leave of Absence:

  • Staff and Administrative Restrictions: Members are prohibited from joining the staff team, using administrative commands, or participating in leadership activities while on a Leave of Absence.

  • Departmental Work: Performing work related to specific departments during a Leave of Absence may be considered a violation, subject to departmental guidelines.

  • Avoiding Fabrication: Members are not allowed to fabricate situations or use false pretenses to secure a Leave of Absence.

DISCIPLINARY ACTIONS FOR LEAVE OF ABSENCE POLICY VIOLATIONS

Misrepresentation of a Leave of Absence:

  • Violation: Providing false information about being on Leave of Absence or submitting a fabricated notice.
  • First Offense: Staff Warning
  • Second Offense: 7-Day Suspension + Staff Warning

Exploiting the Leave of Absence System:

  • Violation: Using a Leave of Absence to bypass quotas, disciplinary actions, or other responsibilities.
  • First Offense: Verbal Warning
  • Second Offense: Leave of Absence Revocation + Staff Warning
  • Third Offense: Demotion

Falsifying Leave of Absence Requests:

  • Violation: Fabricating reasons to be placed on Leave of Absence.
  • First Offense: Verbal Warning + Request Denied
  • Second Offense: Staff Warning

V. ORGANIZATION FORCED LEAVE

Forced Leave (FL) serves as a vital mechanism within the Stateview community to ensure the physical, mental, and emotional well-being of our staff members. This policy is activated when individuals demonstrate behavior that places their health at risk by prioritizing Stateview activities over essential self-care practices.

Forced Leave is not a punitive measure but a supportive intervention designed to encourage health recovery and well-being. Approval for forced leave can only be granted by Chief of Staff or higher ranks or the Community Management Team.

EXPECTATIONS DURING FORCED LEAVE

  • Full Activity Suspension: While on Forced Leave, members are prohibited from participating in all Stateview activities, including gameplay, departmental work, and interactions within the Stateview Discord server.

  • Health Recovery Focus: The primary objective of Forced Leave is to allow members to prioritize rest, recuperation, and self-care without external distractions.

  • Session Notice: If an individual has been placed on Force Leave while hosting a session carrying more than eight attendees- The Force Leave shall take effect upon completion of the session.

CATEGORIES OF FORCED LEAVE

MINOR FORCED LEAVE:

Minor Forced Leave is imposed when a staff member’s dedication to Stateview leads to moderate health neglect, such as inadequate sleep or insufficient self-care routines.

  • Permitted Activity: During Minor Forced Leave, members may send up to 60 messages per day on the Stateview Discord server but are barred from participating in in-game activities.

  • Duration: Typically lasts between 7 and 14 days, depending on the severity of the situation.

MAJOR FORCED LEAVE:

Major Forced Leave addresses more severe cases where a staff member’s prolonged and excessive involvement with Stateview results in serious health risks, such as sustained sleep deprivation or critical self-care neglect.

  • Permitted Activity: During Major Forced Leave, members may send up to 25 messages per day on the Stateview Discord server but are strictly prohibited from engaging in any in-game activities.

  • Duration: Typically spans between 15 and 28 days, depending on the severity of the situation and the recovery requirements.


VI. COMMUNITY SUPPORT & ASSISTANCE

The administration team at Stateview is committed to making sure every member feels heard, respected, and supported within the community. Our goal is to provide clear and accessible ways for members to report issues, ask questions, and receive assistance whenever needed. Stateview’s Support Team’s and Moderation Department work daily to handle reports, respond to concerns, and help maintain a safe and well-managed environment for everyone. Through consistent moderation and active support, we strive to keep the community organized, welcoming, and fair for all members.

HOW TO REQUEST SUPPORT OR REPORT ISSUES:

For support inquiries or to report issues, users can submit tickets through our Administration Server. We kindly request all users to familiarize themselves with the server’s regulations before submitting tickets.

  • Compliance with Regulations: Adhering to the posted terms and guidelines within the Administration Server is mandatory.

  • Consequences for Non-Compliance: Failure to comply with the terms-of-use may lead to disciplinary measures, including warnings, temporary sanctions, or permanent consequences.

Members can join departments by passing an application, being handpicked, or purchasing access through a sales associate. Each department plays a unique and vital role in maintaining the success and integrity of Stateview.

  • This department is dedicated to ensuring the community feels valued, heard, and cared for. It primarily manages tickets within the Administration server, working to foster a positive, supportive, and welcoming environment for all members.
  1. Stateview Intelligence Agency
  • The Intelligence Agency is essential in upholding employee regulations and providing crucial support to maintain organizational order. This department plays a vital role in ensuring that all policies are followed effectively.
  1. Stateview Game Administration
  • The Game Administration team is responsible for maintaining a safe and enjoyable in-game atmosphere. They handle mod calls, respond to rule violations, and take appropriate actions to preserve a secure and fair gaming environment for everyone.

Members are expected to be fully focused and capable of carrying out their responsibilities without impairment.

UNAUTHORIZED AFFILIATED SERVERS & MEMBER SOLICITATION

Stateview maintains strict control over its official affiliations to ensure a secure, structured, and professional environment. The creation, operation, or promotion of external servers that falsely claim affiliation with Stateview, or the unauthorized solicitation of members to join such servers, is strictly prohibited. Unauthorized affiliated servers pose significant risks, including misinformation, disruption of internal operations, and potential security breaches.

Notice: Each external server that wishes to participate in Stateview-related activities, affiliations, or other engagements must obtain approval from a Stateview Executive.

Members found participating in these activities may face immediate blacklisting from the community once reasonable evidence has been reviewed and confirmed.

Unauthorized changes to the ranking system can disrupt organization, create unfair advantages, and negatively impact the integrity of the community.

An example of hinting would be using a username such as “SirYeet4CAC,” which indirectly references a desired rank. While these actions may not be direct requests, they can still create unnecessary pressure around promotions and rank decisions within the community.

Hosts play a pivotal role in ensuring a positive and engaging experience for participants, and adherence to the established standards is essential to maintain the quality of Stateview sessions.

Impersonating permissions, also known as falsely claiming to have certain privileges, is strictly prohibited within Stateview. Such deceptive practices undermine the integrity of the community and can lead to disciplinary action. It is essential for all members to accurately represent their permissions and refrain from engaging in any form of impersonation to maintain transparency and trust within the Stateview environment.

Leaking refers to the act of sharing material with someone unauthorized to access it. Whether it’s pictures or words, regardless of the scale, leaking is strictly prohibited, and violations will be met with appropriate consequences. However, you are allowed to share your own punishment details excluding the punisher.*

  • Leaking of Intel Server Logs: You may not leak any logs from the Intel server, except for promotions, sessions, rank locks, and blacklist logs. You may only share the punished person’s reason and proof if requested.

  • Leaking of Classified Department Material: Sharing any classified department material, as defined by the department high command, is strictly prohibited.

  • Leaking of Controversial Messages by SHR+: You may not leak any controversial but legitimate messages by SHR+ that are explicitly requested not to be leaked.

  • Leaking of Intel Server Tickets: Sharing any tickets in the Intel server is strictly prohibited.

  • Leaking to Blacklisted Users: You may not leak anything to users who are blacklisted.

  • Leaking of Bloxcord Constituted Material: Sharing any material constituted by Bloxcord, excluding session leaderboards, leaderboards, chat logs, and statistics, is strictly prohibited.

  • Joking about Leaking: Making jokes about leaking is not allowed.

  • Reporting Obligation: You are required to report any instances of leaking that you witness.

Being part of the Stateview community requires members to remain active in both the main and Intel/Administration Discord servers. These servers are used for important announcements, communication, coordination, and other community-related updates. Members are expected to stay informed by maintaining access to and activity within these channels. Failure to remain in the required servers may result in disciplinary action, including demotion to the rank of Warden. This policy helps ensure that all members stay connected, informed, and involved in the community’s day-to-day operations and activities.

Hosts, co-hosts, and supervisors are responsible for thoroughly preparing for each session, ensuring all necessary materials are ready, and familiarizing themselves with the established guidelines and procedures. They must adhere strictly to all protocols to maintain compliance with Stateview’s standards. Effective session management is essential, requiring them to oversee the session’s flow, keep it on schedule, and address any disruptions promptly. They are also responsible for managing participants effectively, which includes providing clear instructions, maintaining order, and handling any issues with professionalism. By fulfilling these duties, they ensure sessions operate smoothly and uphold the organization’s reputation.

When submitting a log, staff members are expected to include accurate and valid proof to support the action being recorded. Logs submitted without sufficient evidence may be considered invalid and can negatively impact the integrity of the system. Failure to properly log punishments or promotions may result in disciplinary action depending on the severity or frequency of the issue.

Issuing threats to abuse, whether it pertains to ranks or in-game actions, is strictly prohibited under the community rules. Any explicit statements indicating an intention to abuse or inflict harm upon the group will result in immediate termination.

Participating in rule violations is strictly forbidden, and this includes making threats to breach rules. When an individual issues threats to violate the rules, they may either convey an intention to execute a certain action or assert involvement in such activities, all without providing substantiated evidence of their actual participation.

ENCOURAGING RULE-BREAKAGE

Encouraging others to violate community rules or engage in harmful behavior is a severe violation of our standards. Whether through direct persuasion, incitement, or any form of encouragement, this behavior undermines the integrity of the community and promotes chaos. Encouraging others to break the rules is treated as seriously as actually violating them.

Notice: These punishments apply to individuals who attempt to persuade or provoke others to break the rules, whether inside or outside the game.

COMPLETE DELETION OF LOGS, SUBMISSIONS, OR OFFICIAL MATERIALS

The deletion of official logs- such as punishment logs, promotion submissions, session transcripts, or any other authorized material… is a direct violation of our protocols. These records serve as vital references. Tampering with, or deleting these documents disrupts efficiency and can compromise investigations, reviewal(s), or standard procedures.

Notice: This policy only applies if a log is deleted, and not adjusted, reposted, or modified within fifteen (15) minutes of deletion. There should be no log officially deleted at any time.

UNSAFE ENDANGERMENT OF COMMUNITY ROLEPLAY

All forms of unsafe, inappropriate, or harmful roleplay are strictly prohibited within our community. This rule applies universally across all spaces connected to us, including in-game environments, official Discord channels, voice chats, and any other platforms or mediums that carry the community’s name. Our roleplay spaces are designed to be safe, inclusive, and enjoyable for everyone, and any actions that compromise those values will not be tolerated. Examples of prohibited conduct include, but are not limited to, sexually explicit or sexually suggestive roleplay, which can create unsafe and uncomfortable situations for participants. This extends to behaviors, dialogue, or scenarios that cross personal boundaries or introduce adult themes where they are neither appropriate nor welcomed. However, unsafe roleplay is not limited to sexual content. Graphic or excessively violent scenarios are equally forbidden, as they may glorify, normalize, or re-enact harmful real-world behavior that could be disturbing or triggering to others. In addition, roleplay involving harassment, bullying, intimidation, exploitation, or the abuse of authority is strictly prohibited, as it can create a toxic or harmful environment for members.

Notice: Based on the severity and nature of the incident, and if certain criteria-points are met, Stateview’s Executive Team reserves the right to report relevant information to appropriate authorities, including the National Center for Missing & Exploited Children and/or local law enforcement agencies.
